Nearly 100 parents of adults with learning difficulties have passed a vote of no confidence in Cornwall Council over day centre closure plans. The council plans to shut a centre near Liskeard in 2010 and two others at St Austell and Redruth in 2011.
It said it would replace them with "support" closer to people's homes.
But members of East Cornwall Mencap Society, which passed the vote, claim it will have a devastating effect on their children.
Nick Fripp, Cornwall Council's assistant director of adult care and support, said: "We won't be closing anything until new opportunities are in place for people to be part of the community in which they live.
"It can't really be a good idea if you live in Saltash, for example, to have to go to Liskeard every day to meet your friends."
He said the council was considering setting up more local day centres with special facilities in community centres.
